Lakeshore Collection and Sewage Plant

The Lakeshore wastewater collection and treatment plant study was the combination of two projects: The tri-municipal sewage plant project and the Bluewater lakeshore wastewater collection project.

Tri-municipal sewage plant project

  • In 2006, Dillan Consultants completed a sewer servicing master plan for the municipalities of Bluewater, Lambton Shores and South Huron.
  • The master plan recommended the area from Huron Road 83 to St. Joseph be serviced with a municipal wastewater collection system and the Grand Bend sewage treatment plant (STP) be expanded and upgraded to meet the needs from the master plan.
  • The expansion and upgrade to the Grand Bend STP to service portions of Lambton Shores, South Huron and Bluewater was approved under the EA Act in 2009.
  • Construction was expected to begin in 2012.
  • The costs were to be shared by the three municipalities.
  • On December 5, 2011, Council passed a motion to withdraw from the Grand Bend sewage treatment plant project and provided the official notice to the tri-municipal partners December 7, 2011.
  • The municipality continued to negotiate to preserve future access to the plant.
  • The tri-municipal agreement received final approval on April 7, 2014.

Bluewater lakeshore wastewater collection project

  • When funding was confirmed for the expansion and upgrade to the Grand Bend sewage treatment plant, Council approved the process of an Environmental Assessment (EA) for a collection system.
  • In May 2008, Council passed a resolution that the costs of the 2006 sewer master plan be tracked against the tri-municipal sewage plant project.
  • On October 17, 2011, Council passed a motion to remove the Dashwood area from the collections system class EA and preliminary design report.
  • On November 7, 2011, Council passed a motion that due to lack of available funding programs from senior levels of government they would not be proceeding with the lakeshore collection system at this time and that the tri-municipal committee be informed of this decision.
  • On November 19, 2018, Council directed staff to bill the accumulated costs for these projects and the costs be apportioned to the respective servicing areas.

 

Reports and Facts

In 2011, the Municipality of Bluewater issued a notice of completion for the Highway 21 corridor sanitary sewage collection system environmental assessment and preliminary design. 

After the completion of the study, the following amounts were assessed for the two study areas:

  • Within the Dashwood portion of the study area, the amount assessed per property was $547.66.
  • Within the lakeshore portion of the study area, the amount assessed per property was $616.50.

These fees are outlined in the lakeshore sewage capital charge by-law (108-2018) which is available upon request from the municipal office.
