Notice of Study Commencement

Project

The Municipality of Bluewater is initiating a Municipal Class Environmental Assessment (MCEA) to investigate potential impacts associated with constructing an extension of Bachand Street and a new  stormwater outlet (Community of St. Joseph).

The study will evaluate impacts associated with extending Bachand Street westward and then approximately 150 metres north to connect to Gendron Street. A new stormwater outlet will also be required to manage stormwater from the road extension. The potential site for the outlet is at the Fourcier Drain, north of Gendron Street.

Environmental screening process

The project will follow the environmental screening process set out for Schedule B activities under the MCEA process. The purpose of this notice is to inform the public of the scope and commencement of the study. The process includes consultation with the public, stakeholders, Aboriginal communities, and review agencies, in addition to a review of the local environmental conditions, alternative solutions, potential impacts and mitigation measures.

Public involvement

Public input and comments are invited for incorporation into the planning and design of this project. Initial comments are welcome and will be received by August 6, 2025. Comments may be submitted to the study team at B. M. Ross and Associates (contact information below). Any comments collected in conjunction with the study will be maintained on file for use during the project and may be included in the project documentation. With the exception of personal information, all comments will become part of the public record. A public meeting will be held at a future date.
