Development Charges Rates>
Council adopted a new Development Charges By-Law on August 11, 2022. By-law 86-2022 took effect on August 19th, 2022.

Provincial mandate to reduce development charges rescinded
Bill 23, the More Homes Built Faster Act, was enacted by the Ontario Government on November 28th, 2022. Bill 23 amended the Development Charges Act. The result was to reduce the amount charged to developers by municipalities. This requirement was rescinded by Bill 185 on June 6th, 2024. Municipalities are now permitted to charge the full, original rates.
Indexing
Development charges may be adjusted annually without amendment to the by-law. The applicable index is the Statistics Canada Non-Residential Third Quarter Construction Price Index (CPI). Council received a report on how indexing affected this year’s rates on November 20th, 2023. On January 1st, 2024, development charges increased by 6.6 percent based on the 2022 Statistics Canada Non-Residential Third Quarter Construction Price Index (CPI).

The rates listed here are in effect from August 19th to December 31st, 2024.
These rates reflect the original rate adopted by By-law 86-2022. The CPI Indexes for 2023 (15.6 percent) and 2024 (6.6 percent) were added.

The 2025 Development Charges will be recalculated based on the Statistics Canada Non-Residential Third Quarter Construction Price Index (CPI).
